Score both sides of steak. In a small bowl combine chili powder, salt, garlic, oregano and pepper. Sprinkle over steak rub in.
Coat a large nonstick skillet with cooking spray. Heat over medium high heat until very hot. add steak. Reduce heat to meduim. cook 12 to 14 minutes for medium rare. turning once half way through. Transfer to cutting board. Thinkly slice stak against grain.
