Preheat oven to 400 degrees F. In 2 qt saucepan, combine water, lentils, & 1/2 tsp salt. Heat to boiling over high heat. Reduce heat to low, cover & simmer 20 to 30 minutes or until lentils are tender. Drain.
Spray 13" x 9" glass baking dish w/nonstick cooking spray. Arrange salmon in dish, skin side down. Sprinkle w/salt & pepper. Roast salmon 15 to 20 minutes or until opaque throughout.
Prepare dressing while salmon is roasting. Grate 1 tsp orange peel & squeeze 1/2 cup juice. Whisk w/mustard, 2 tablespoons oil and 1/4 tsp salt.
In nonstick 10" skillet, heat remainsing 1 tsp oil. Add shallots & cook 2 minutes, stirring. Stir in lentils, remove from heat, stir parsley & half of dressing. Spread lentil mixture on platter and arrange salmon on top. Drizzle w/ remaining dressing.
