Cook onion and garlic in oil Add peppers and chicken, salt, chile powder, cayenne. Cook 4-5 minutes. Mix cornstarch into small amount of milk and then add that plus rest of milk to cooking mixture. Simmer additional 5-10 minutes until chicken is cooked through and sauce starts to thicken.
