Melt butter in a small saucepan on medium heat, add flour, stir and cook for 1 minute. Add milk, pepper and onion, stir well and often until sauce thickens. Mix Ham, Potatoes, Corn, Parsley and sauce. Spread into a 7x11 greased pan, Bake at 350 degrees for 25 minutes, top with cheese and bake for an additional 5 minutes.
