Suggest a better descriptionHeat large nonstick skillet over medium heat. Add 2T oil. Spread the potatoes in the pan, cook until evenly crisp, about 15 mins. Sprinkle with 1/2t salt, set aside.
Add remaining oil and cabbage to hot pan. Toss to coat cabbage with oil. Cover and cook over med-lo heat until cabbage starts to wilt but is still crisp, about 5 mins. Uncover and add garlic and red pepper, cook 5 mins more over med heat until cabbage is crisp-tender but still green. Spread potatoes over top.
Whisk together eggs, 1/4c water, 1/2t salt, and a generous grind of black pepper. Pour over cabbage and potatoes. Cook over med heat until edges are set, about 2 mins. Tilt pan so that uncooked eggs in center run to edges. Sprinkle cheese evenly on top. Cover and cook over med-lo until eggs are set, 8 to 10 mins. Let stand 5 mins before cutting into wedges to serve.
