Preheat oven to 375F.
In large saucepan, boil noodles in salted water for about 5 minutes.
Heat oil in skillet and add hamburger, onion, bell pepper, and garlic. Cook until meat is well browned. Stir in tomato sauce, salt, and pepper. Remove from heat.
Mix cottage cheese and corn starch together thoroughly until smooth. Add half the shredded cheeses and mix again.
Place noodles in a shallow 1 1/2 quart baking dish. Top with cheese mixture, then meat. Sprinkle with remaining shredded cheese. Bake until bubbly, about 30 minutes. Let stand 10 minutes before serving.
