Preheat oven to 425 degrees
Heat oil in a large skillet over medium heat.
Add onions, toss cover and steam until they begin to soften.
Add garlic and celery and stir
Add mushrooms and cook until juices are released and they brown slightly....about 5 minutes.
Sprinkle 1 tablespoon flour into the vegetables and cook about two minutes.
Add meat and break up season with salt and pepper.....let it brown
Add broth, tomato paste, thyme and pepper flakes and bring to boil.
Lower heat and simmer until mixture has thickened and absorbed by the meat.
Stir in parsley and the remaining 2 tablespoons of flour
Pour into a large deep dish pie dish
Make mashed potatoes as usual but include the mashed garlic .PLACE mashed potatoes on top of meat mixture
Sprinkle with the cheeses.
Bake until bubbly and browned
