Combine cottage cheese, evaporated milk, and cheese in food processor or blender.
Puree mixture untill smooth. Place water in a non stick skillet and bring to a boil over high heat. Add shrimp and cook until barely pink, about 1 minute. Drain shrimp and set aside.
Lightly spray the skillet with cooking spray and heat over medium heat. Add mushrooms and scallions and cook 5 - 8 minutes, until tender. Reduce heat to medium; add tomato and shrimp to skillet. Cook broccoli florets according to package directions (stovetop or microwave).
Add cottage cheese mixture and cooked broccoli florets to skillet and stir gently. Cook until heated through, about 2 to 4 minutes. Pour over cooked pasta and toss.
