Suggest a better descriptionIn a dutch oven, heat olive oil. Add onion, fennel and a pinch of salt; cook until softened. Add sliced garlic and cook for 1 min. Stir in spices and smashed garlic and cook for 30 sec. Add tomatoes and wine; bring to a simmer. Add mussels and stir, coating with the sauce. Cover and cook until they are all open, stirring once or twice.
Pour everything carefully into a big bowl and garnish with parsley.
Serve with toasted bread, preferrably garlic sour dough, for dipping in the steaming liquid.
