Drain pineapple, reserving juice, set aside.
Add water to juice to make 1 cup liquid. Pour into pot and add 1/3 cup water, vinegar, soy sauce sugar and starch.
Stir until smooth.
Cook green peppers and butter over medium heat.
Add pineapples and meatballs and simmer for 20 minutes.
Serve over hot rice.
