Add spices to meat, cover with flour, and pound spice and flour into meat. Add Butter or oil to skillet, and cook steak over medium high heat until brown on both sides. Drain fat. In a separate bowl mix soup, sour cream, water and onion, stir well. Pour over steak and cook covered in 325 degree oven for 1 and 1/2 to 2 hours, or longer until tender.
