Combine corn starch and milk in a saucepan. Cook, stirring until thick. Remove from heat, stirring occassionally until cool. Combine margarine, shortening, sugar and vanilla and beat with mixer until creamy. Add cooled mixture and beat until like whipped cream. (Beat until granulated sugar is completely dissolved.)
This recipe will cover an 8" cake with one border.
We have found that this icing tastes like true whipped cream if allowed to remain at room temperature. If refrigerated and served very cold, it is almost like a refreshing ice cream.
