In a sauce pan, combine cornstarch and wter. Add sugar, soy sauce, vinegar, garlic, ginger and pepper. Cook and stir over medium hear until mixture thickens and bubbles. Dip wingettes into sauce and place into 9 x 13 pan. Bake @ 425 for 30 minutes. Turn and brush with sauce every 10 minutes and cook for 30 minutes longer.
