Heat oil in 5 quart saucepan over medium heat. Sauté onion and garlic until brown. Add carrots and cook till soft. Add beef and cook till crumbly and all liquid is evaporated. Reduce heat to low and add all remaining ingredients except wine. Simmer uncovered 1-1/2 hours, stirring occasionally. Add wine and simmer 1/2 hour more. Adjust seasonings if desired. May refrigerate up to 5 days or freeze for 4 months.
