Add shells and mix to cover shells in the oil and flour.
Add tuna fish and mix in.
Mix in cheese.
Spray a casserole dish with cooking spray and add mixture to the casserole dish.
Fill up the dish with milk to the level of the shells, making sure to coat all shells.
Bake at 350 degrees for 50 to 60 minutes.
