Pour boiling water over rice. Cover and let stand 15 min. Drain rice and pour into 2 quart casserole. Add soup, water, mushrooms and seasonings. Mix gently and let stand a few minutes. Saute onion in oil until glossy. Add to casserole. Add meat to oil remaining in pan. Fry until brown and crumbly. Add to rice. Cover and bake at 350 for 1 hr and 15 min. Can be refrigerated and baked for 2 hours when needed.
