Combine onion and 2 tablespoons butter in 2 Quart baking dish. Cover and cook on high 10 minutes, stirring once. Remove onion from dish and set aside. Layer half of potatoes and half of ham in bottom of same dish. Combine flour, salt and pepper, and sprinkle half of mixture over potatoes. Top with half of onion and half of cheese. Sprinkle with paprika, repeat layering, scald milk and pour over casserole; cover and cook until potatoes in center of dish are tender.
