1. Make Topping - Preheat oven to 375 degrees. In a medium bowl, combine flour, oats, brown sugar, a pinch salt and 3 1/2 packets butter, reserving remainder for greasing. Mix by hand until fully combined and all flour has been incorporated. Place in refrigerator to chill while roasting pecans.
2. Roast Pecans - On a baking sheet, toss pecans with chili powder. Arrange in a single layer and bake until golden brown and fragrant, 5-7 minutes.
3. Prepare Apples - While pecans roast, rinse apples, halve, and remove and discard core and stem. Cut apples into 1/4-inch dice. In a medium bowl, combine apples, cinnamon, and white sugar. Add roasted pecans and stir to combine.
4. Assemble Crisp - Reshape tin if bent. Grease tin with remaining 1/2 packet butter. Pour apple mixture into tin, then spread topping evenly over.
5. Bake Crisp - Place tin on baking sheet from pecans. Bake until juices are bubbling and topping is golden brown and crop, 25-30 minutes.
6. Plate Crisp - Let crisps cool for about 5 minutes, then serve.
Tips - The topping should have no loose flour, but some lumps are OK; they'll become crisp and delicious during baking. Gala Apples: a cross between Orange Red apples and Golden delicious apples, are sweet and juicy, and crisp. Their firmer texture makes them ideal for holding their shape while baking.
