Put black eyed peas in saucepan and cover with water. (At least 3 inches over the top.) Bring to boil then reduce heat and simmer for 30 minutes or until done. Drain.
Mix black eyes peas, onion, cilantro, and tomato in medium bowl. Mix together cider vinegar, olive oil, salt, pepper, garlic powder, oregano, cumin, and balsamic vinegar and then pour over black eyed pea mixture. Stir. Can serve immediatley but tastes best if it sit for an hour or two first.
