A nice little rich chocolate treat for a mid morning snack.
Preheat oven to 350F. Line 24 muffin tins with paper liners.
In large bowl, mix flour, sugar, cocoa, salt, and baking soda.
In separate bowl, whisk oil, water, vinegar, and vanilla. Fold into dry ingredients.
Pour into muffin tins 1/2 full.
Beat cream cheese, sugar, and salt until fluffy. Stir in chocolate chips. Drop by tablespoon into muffin tins.
Top with remaining chocolate mixture.
Bake 20 minutes and cool in pans for 5 minutes before cooling completely on wire rack.
