In a large pot, bring water to boil.
Cut tops of peppers off and remove insides. Boil for 5 minutes.
In a large mixing bowl, mix beef, uncooked rice, black beans, 1/2 cheese, fajita seasoning
Put peppers in a baking dish. Put a bit of salsa and cheese in the bottom of each pepper. Fill to the top with beef mixture. Coat everything with salsa and bake for ~50 minutes at 350 degrees.
