Preheat oven to 450. Whisk flour and salt in bowl. whisk ild and eggs in bowl. Gradually add egg mixture to dry ingredients, whisking until smooth. Stir 1/4 cup powdered sugar, cardamom, and cinnamon in small bowl to blend; set aside.
Melt butter in oven proof skillet. Pour 2 tablespoons melted butter into batter and whisk to blend. Add apples to remaining butter in skillet and cook over medium heat until browned and almost tender, occasionally turning apples with tongs, about 8 minutes. Sprinkle apples with powdered sugar mixture and saute until apples are just tender and sugar is no longer powdery, about 2 minutes. Turn off heat and distribute apples evenly over bottom of skillet. Immediately and carefully pour batter over hot apples. Place skillet in oven and bake until pancake is done, about 20 minutes.
Whip cream and spices and serve over warm pancake.
