In a large sauce pan cook bacon until crisp. Remove from heat reserving 1 Tbsp drippings in the pan. add onion and celery to the pan and cook until tender. Add potatoes and water and mustard. Bring to a boil reduce heat and simmer until potatoes are done. Stir in cream and soup. Hear through but do not boil. Stir in bacon. Serve.
