Saute onion, carrot, fennel and garlic in 1 tablespoon extra virgin olive oil until slightly browned at edges, season with salt and pepper. Add in tomatoes and thyme, simmer for about 45 minutes or until the the consistency of hot cereal. Taste and adjust seasoning.
For Ragu:
Bring 1 cup water to boil and pour over dried mushrooms and set aside.
Heat 2 tablespoons olive oil in dutch oven over medium high heat, brown ground meat and livers in batches being careful to not crowd pan and set aside, pour off excess liquids and fat. Brown mortadella and pancetta cubes and reserve.
Saute vegetables in fat from mortadella and pancetta until begining to brown, season with salt and pepper. Pour off fat and transfer vegetables to food processor and pulse to a rough consistency and set aside.
Deglaze pan with red wine scraping up fond and reduce by half. Add all reserved meat, chopped reconstituted mushrooms and vegetables back to dutch oven with remaining ingredients, Bring to low simmer for at least 4 hours stirring occasionally to prevent sticking.
Taste and adjust seasoning as needed.
