Cut zucchini lengthwise in half. Remove the seeds. Remove a small amount of zucchini meat to make room for filling. Chop extra zucchini.
Boil zucchini halves in water for 1 minute to soften.
Saute shallot, garlic and pepper and olive oil. Brown ground beef. Add tomato paste/sauce and seasonings. Place stuffing in shallowed out zucchini halves and place in baking dish. Cover with foil and bake for 15 - 20 minutes.
Put grated cheese on top of zucchini boats and store in refrigerator. Reheat for 10-15 minutes at 375 to warm and melt cheese.
