1. Heat oil in skillet and saute red pepper pieces until tender.
2. Bring water to boil in saucepan and add soup mix. Simmer 8 to 10 minutes.
3. Cook pasta, drain well and return to pan in which it cooked Add onion mixture and red peppers. Toss and cook over medium heat 2 minutes to blend flavors. Divide among warm individual plates and sprinkle with scallions. Serve right away.
