Combine sugar,oats,baking soda and salt in a large bowl and mix until crumbly. Add water and extracts. Stir well. Add enough flour to form a stiff dough. On a floured surface roll out to 1/8 inch thickness. Cut to desired shapes. Bake at 350 degrees for 8-10 minutes. Cool on wire rack.
