Combine flour, baking powder and salt into bowl. Cut shortening thoroughly until mixture looks like meal. Stir in almost all of the milk. If dough is not pliable, add just enough milk to make soft.
Knead 20-25 times. Roll out into 1/2" think pieces. Cut biscuits into desired shape and bake on ungreased baking sheet for 10-12 minutes.
