Preheat the oven to 400°F.
Sift together the all-purpose flour, cake flour, sugar, cream of tartar, baking soda, and salt into a bowl. Using a pastry blender or 2 knives (or Cuisinart!!), cut in the shortening and butter until the mixture resembles coarse meal. Using wooden spoon, stir in enough of the milk to make a soft, moist dough. Do not overmix.
Turn out the dough onto a lightly floured work surface. Knead 6-8 times, just until smooth; do not overwork the dough. Pat out the dough into a round about ½ inch thick. Using a 2 ¼-inch cookie cutter, cut out biscuits. Quickly and briefly knead the dough scraps together just until smooth, pat out the dough, and cut out additional biscuits. You can make square biscuits instead.
Place the biscuits on an ungreased baking sheet. Bake until golden brown, about 18 minutes. Serve hot or warm
