In a large fry pan over medium/medium high heat, brown hamburger. Halfway through browning add green onion, green pepper, onion powder & salt. Drain any fat.
Meanwhile add canned tomatoes & juice to blender & blend well.
Add blended tomatoes & all remaining ingredients to the meat mixture. Heat till bubbling; turn down heat & simmer 25 minutes, stirring occasionally
