Put beef, peppercorns, bay leaf, salt to taste, and water in a pot and bring to a boil. After a boil is reached, turn down heat and simmer for 1 hour.
Add all the vegetables, salt and pepper to taste, and bring it to a boil. After boil is reached, turn down the heat and simmer for 1 hour.
