1. Preheat oven to 450 degrees F. Stir together tomato, jalapeno, onion, lime juice and 1/2 teaspoon salt in a bowl. Stir together sour sour cream and chipotle chile in a bowl.
2. Heat a large nonstick skilled over medium-high. Add beef, chili powder, cumin, garlic, pepper and remaining 1 teaspoon salt; cook, stirring until beef is browned and crumbled about 10 minutes.
3. Arrange pork rinds in an even layer on a small, rimmed baking sheet; top evenly with beef mixture and sprinkle with cheese. Bake at 450 degrees F until cheese is melted, about 5 minutes. Top with tomato mixture and avocado. Dollop with chipotle sour cream, sprinkle with cilantro. Serve immediately.
