Preheat oven to 250°F. Line a baking sheet with several layers of paper towels.
Chop the pickles and dill for the tartare sauce. Slice the green onions. Cut one lemon in half and the other into wedges. Cut cod into 2x3-inch pieces, about 3 oz. each (approximately 8 pieces). Season with the salt and refrigerate for about 20 minutes. Pat dry.
Combine the mayonnaise, juice from one lemon, chopped dill, pickles, capers and sliced green onions to make the tartare sauce.
Heat the oil in a heavy pot or deep fryer until 375°F.
Whisk together the flour, cornstarch, salt, paprika and baking powder in a medium bowl. Immediately before frying add the beer and honey to the flour mixture. Whisk just until combined; do not overmix (a few lumps are OK). Adjust the consistency to be like thin pancake batter.
Add the rosemary to the oil and fry until crispy. Remove from the oil with a skimmer and transfer to paper towels. This will flavor the oil a little.
Dip the fish in the batter a couple of pieces at a time and gently lower one piece at a time into the hot oil. Hold onto the end of the fish piece with tongs or your fingers just above the oil for a couple of seconds to set the batter. If you drop it right in it can sink to the bottom and stick to the bottom of the pot. Fry until golden brown and crispy. Lift out with a skimmer and transfer to the paper towel-lined sheet pan. Keep warm in the oven while you fry the remaining fish.
Fry the fries in batches until crispy. Sprinkle with some of the fried rosemary and salt.
Serve with the tartare sauce and lemon wedges.
