Preheat oven to 375 degrees. Grease a 9x13" pan. With a hand mixer, combine the flour, brown sugar and salt in a large bowl. Cut in the shortening with a pastry blender until it looks like coarse meal. Set aside 3/4 cup for use as topping.Add the baking powder, soda and cinnamon and mix. Stir in the milk, vinegar and egg and mix with a hand mixer at high speed till smooth. Pour batter into pan and sprinkle reserved crumbs evenly over top. Bake for 25 minutes or until center of cake falls and it tests done with a toothpick.
