Preheat oven to 350?. Line cupcake pans w/papers. Beat cream cheese, egg, 1/3 c. sugar and dash salt in small bowl until well blended. Fold in chips. In large bowl, stir together 1 c. sugar, 1/2 t. salt, flour, soda and cocoa. Blend in oil, vinegar, vanilla and 1 c. water. Fill papers 1/3 full with cocoa batter. Top w/heaping teaspoon of cream cheese mixture. Sprinkle w/sugar and chopped peanuts. Bake 30 min. Remove from pans and allow to cool completely on cooling rack.
