1. Put dried mushrooms in small bowl and add enough boiling water to cover Let stand until softened, about 30 minutes. Drain; snip off mushroom stems and discard. Rinse caps under cool running water and thinly slice. Set aside.
2. Stir together 2 tablespoons of broth and 3/4 teaspoon of cornstarch in medium bowl until smooth. Add chicken and 2 teaspoon of soy sauce; stir until chicken is coated. Stir together 2 tablespoons broth and remaining 2 tablespoon cornstarch in cup until smooth.
3. Bring remaining 2 1/4 cups broth to boil in Dutch oven. Add chicken mixture and dried and fresh mushrooms; return to boil. Reduce heat and simmer, stirring occasionally, 1 minute. Add tofu and remaining 1 teaspoon soy sauce; return to boil, stirring occasionally. Re-stir cornstarch mixture in cup; stir into soup and cook, stirring constantly, until soup bubbles and thickens. about 30 seconds. Stir in vinegar, ginger, sesame oil. salt. and pepper.
5. Remove Dutch oven from heat add egg in slow steady stream, stirring soup once clockwise. Ladle soup into 4 bowls and sprinkle evenly with scallion.
