This is a cool pasta salad on those hot summer days.
Cook pasta according to package directions. Drain and cool. In a large bowl, stir together red wine vinegar, parsley flakes, garlic, salt, sugar, Parmesan cheese and olive oil. Blend with pasta and peppers. Cover and refrigerate to blend flavors.
This tastes great refrigerated overnight.
