For the brownies:
Combine sugar, flour, and baking soda in mixing bowl and set aside. In medium saucepan, combine water, cocoa, and butter and bring to boil stirring constantly. Remove from heat and add it to the flour mixture. Beat on medium speed until combined. Add eggs, vanilla, and buttermilk and mix for one minute. Batter will be thin. Pour into greased 9x13 pan. Bake at 350 for 30 - 35 minutes. Cool completely before icing.
For the icing:
Cream cheese, butter, and peanut butter. Gradually add milk and confectioners sugar to desired taste and consistency. Spread on cooled brownies.
