In a bowl, whisk sugar, salt, and pepper. Dump in the pecans. Then sprinkle 4 tsp of water over the pecans. Toss until the sugar is dissolved into a sticky glaze.
Transfer the pecans to the prepared baking sheet and arrange in a single layer. Scrape all of the glaze over the pecans. Bake 10-12 minutes at 350ยบ. Immediately slide the parchment off of the baking sheet and allow to cool completely.
