In 3 qt saucepan, brown beef, drain, set a side
In same pan, saute onions, carrots, celery, basil, parsley in 1 tbsp butter until vegetables are tender (10 min)
Add broth, potatoes abd beef and bring to boil
Reduce heat, cover and simmer until potatoes are tender (10 min)
Meanwhile, in a small skillet, melt remaining butter. Add flour and cook and stir for 3 to 5 min or until bubbly.
Add to soup and bring to boil. Cook and stir for 2 minutes.
Reduce heat to low, add milk, cheese, salt, pepper and cook and stir until cheese melted.
Remove from heat and blend in sour cream
