Add the chicken thighs and cook, turning once or twice for 5-10 minutes. Gradually add the flour, sprinkling it over the chicken and mixing it thoroughly with the oil. Cook chicken with flour for 5-10 minutes, turning the pieces occasionally. The flour should be thoroughly incorporated. Add enough hot water to come halfway up the sides of the chicken and simmer uncovered for about 1-1 1/2 hours or until chicken is tender and sauce reduced.
