Combine broth and prepared vegetables in Dutch oven. Add to a slow cooker if desired.
Add pepper, thyme, and bay leaf.
Bring to boil for 10-15 minutes or if using a slow cooker cook on low for 6 - 8 hours.
Remove bay leaf.
Stir in rice and serve hot.
