preheat oven to 350. Coat round casserole dish with non stick spray.
in large frying pan, add 1/2tp oil & het over med het. Add the chicken pieces, seasoning w/s&p. Cook through until no longer pink. Remove to a plate.
Add remaining oil, onion, garlic, celery to fry pan; cook 3 min. Stir in the flour and cook 1 min, stirring constantly. Gradually stir in broth and half & half. cook stirring til mixture comes to a slight boil. Add the mixed veggies, s&p to taste. Cover and cook med/low, simmering and stirring occas bout 10 min.
Stir in the chicken, parsley & sg. Remove from heat and keep warm.
Unroll the phyllo. Remove 2 sheets to the counter & spray with cooking spray. Place them in bottom of casserole dish so they cross each other, and run up the sides.
Spoon the chicken mixture into the casserole. Sprinkle with parmesan. Fold phyllo over the twp. Remove 2 more sheets, coat with cooking spray and place them on top of the pie so they cross each other. Tuck the edges down the sides as best you can.
Cook 350 for 35-40 minutes til hot and bubbly inside. Let stand 5-8 min before serving.
