In 2 qt pan, brown beef, stirring to break up as it cooks. Add onions and garli, pour off excess grease. Add beans, salsa, water, chili powder, tomatoes, vinegar and salt. Stir well. Heat to boiling, reduce heat, cover and simmer 30 min. Stir occasionally. Serve over rice w/salad.
