1. Cook onion in skillet until browned. Add cumin, salt, oregano, garlic powder and pepper. Stir well and set mixture aside.
2. Layers: chili; cheese; bean mixture; chilis; cheese/egg mixture.
3. Arrange half of green chili quarters in two 11x7x1.5 inch baking dishes coated with cooking spray. Top with half of cheese in two dishes. Spoon bean mixture in mounds onto cheese and spread gently, leaving a 1/4 inch along the edge of the dish. Arrange remaining chili strips over the bean mixture. Top with remaining cheese. Set aside.
4. Combine flour and 1/4 tsp salt in bowl, gradually add milk and hot sauce, stirring with a whisk until blended. Stir in eggs and egg whites. Pout over casserole dishes.
5. Bake uncovered at 350 degrees for one hour and five minutes, or until set. Let stand for five minutes. Cut into squares and serve.
