Base: Line a 9 X 6 cake pan with plastic wrap. Using a high power blender, combine the base layer until it breaks down the dates and the texture is like stiff cookie dough. Press 3/4 in the bottom of the pan.
Chocolate Sauce: In a small bowl, whisk together the chocolate sauce and spread over the base. Freeze for 30 min.
Caramel Sauce: Blend or food process the caramel sauce together. When the chocolate is set, spread over and sprinkle the oat dough over the top. Sprinkle with sea salt. Freeze for 2 hours. Cut and serve.
