Bring butter, sugar and milk to a full rolling boil in heavy 4-quart saucepan, stirring constantly. Boil 8 minutes on medium heat, stirring constantly to prevent scorching.
Remove from heat. Gradually stir in chips until melted. Add remaining ingredients; beat until well blended.
Pour half into greased 13x9-inch baking pan. Place hunks of peanut butter all across pan. Top with remaining chocolate mixture. Cool; cut into squares.
