1. Place flour, salt, pepper, and allspice in a plastic bag. Shake beef a few pieces at a time in the bag to coat. Brown meat in oil; add cider and ketchup. Cover and cook slowly 1-1? hours or until meat iis tender.
2. Cut onions, potatoes, carrots, and celery into bite-sized chunks; add to meat and simmer 30 minutes more. Thicken stew if desired.
Serve with hot biscuits.
