PREHEAT oven to 425.
GREASE 12 muffin cups.
STIR butter, sugar and cinnnamon together until well mixed. SET ASIDE
PLACE flour, baking powder and salt in large bowl until blended..
CUT in shortening and blend in until mixture resembles coarse meal.
STIR in milk.
TURN onto floured counter.
KNEAD 10 times.
WITH a floured rolling pin, roll into 9 inch square about 1/3 in. thick.
SPREAD with butter mixture.
SPRINKLE with nuts and raisins.
ROLL UP jelly roll style.
PINCH seams together.
SLICE into 12 (3/4 inch) pinwheels.
PLACE cut side down in muffin cups.
BAKE in center of preheated oven until buns are golden (15 to 18 minutes)
REMOVE buns from muffin cups.
SERVE warm
