1. Stir together 1 teaspoon sugar and .25 ounces yeast in 1/2 cup warm water in a small bowl. Let stand until foamy, about 10 minues. Heat milk in a small saucepan until it bubbles around edges. Remove from heat and add remaining 1/4 cup sugar, butter,and salt, sitrring until metled. Let cool until lukewarm.
2. Stir together yeast and milk mixtures, 2 eggs, and 1 1/2 cups flour in a large bowl. Mix in remaining 1 1/2 cups flour, 1/2 cup at a time, blending well after each addition, until dough has pulled together. Turn dough out onto a lightly floured surface and knead until smooth and elastic, about 8 minutes.
3. Lightly oil a large bowl; add dough and turn to coat with oil. Cover with a damp cloth and let rise in a warm plate until doubled in volume, about 1 hour.
Topping
4. Grease a 10-inch round baking pan. Melt butter in a small saucepan over medium heat. Stir in brown sugar, whisking until smooth. Pour into prepared pan.
Make filling:
5. Melt butter in a small saucepan over medium heat. Combine brown sugar and cinnamon in a small bowl.
6. Turn dough out onto lightly floured surface and roll into an 18x14-inch rectangle. Brush with 2 tablespoons butter, leaving 1/2" border unbuttered on all sides. Sprinkle with brown sugar mixture. Starting at a long side, tightly roll up dough, pinching seam to seal. Cut roll crosswise into 16 slices with a serrated knife. Transfer slices, cut sides down, to baking pan. Brush with remaining 2 tablespoons butter. Cover and let rise at room termpature until doubled in volume, about 1 hour.
7. Preheat oven to 375 degrees. Bake buns until golden brown, 30 to 35 minutes. Let cool in pan 3 minutes, then invert onto serving platter and scrape rmaining filling from pan onto rolls.
